About the LSRP Program

New Jersey’s LSRP program was created in 2009 as a result of the Site Remediation Reform Act (SRRA), a state law that dictates how the remediation process works at polluted sites. Rather than relying solely on NJDEP staff to provide remediation services, the LSRP program established a bank of qualified professionals who can oversee and perform remediation work.

The LSRP program expands the capacity of the state’s remediation program by removing the need for NJDEP to provide direct oversight of all site cleanups. LSRPs are registered and certified in a state database. They are regulated by a governing board set up by NJDEP and must adhere to strict guidelines to protect the environment and public health. LSRPs must keep NJDEP informed throughout each major step of the remediation process and file all required reports.

C.E.R.S. offers several services designed to meet the needs of businesses, organizations, and property owners that are deemed “Responsible Parties” (RPs) in a remediation process. We comply with the NJDEP Administrative Remediation Requirements of Contaminated Sites (ARRCs), the NJDEP Technical Requirements for Site Remediation (TRSR), and other applicable rules and regulations.

In addition to our LSRP authorization, C.E.R.S. holds the following accreditations:

  • Licensed Environmental Resource and Geotechnical (ERG) Driller
  • New Jersey Underground Storage Tank (UST) Certification in Subsurface Evaluation
  • New Jersey Underground Storage Tank (UST) Certification in Tank Closure
  • Occupational Safety and Health Administration (OSHA) Certification

  • Site investigation (SI): The process of collecting and sampling site material helps determine if contaminants exist.
  • Remedial investigation (RI): A determination of the extent of contamination helps us define the best recommendations for remediation practices.
  • Remedial action (RA): The process of site cleanup may include excavation, in situ treatment, soil disposal, and site restoration.

One or more of these steps are required before a Response Action Outcome (RAO) document can be issued, which is the final step in NJ’s regulated remediation process.
